Put performance in the redesign as a constraint, not as a workstream. A speed project bolted onto a rebuild gets cut, and a speed project run just before one gets thrown away.
A freeze that stops everything gets broken by the first urgent request and then means nothing. Freeze the things that cannot be undone from the admin, and leave the rest open.
You almost certainly do not need a flag platform. On Shopify you need a convention, a theme setting, and the discipline to delete a flag once it has done its job.
